Background and purpose About the project Orkland municipality shall construct the New Orkdal health centre at Rømme in the centre of Orkanger. The new health centre replaces the current institution at Fannrem and will be the municipality's largest investment. Today's Orkdal health centre consists of several buildings from different time periods and with varying standards. The buildings are not dimensioned or adapted for the municipality ́s future needs. In the years to come the municipality will have a greater share of more elderly persons and more with compound needs for health and care, at the same time that there will be no more health workers to take off. In order to meet these challenges and at the same time maintain the quality of the services, personnel and competence must be used more appropriately. Area design, logistics, flow and use of technology will be decisive for good and efficient service performance. The New Health Centre Helsetunet shall gather several services under the same roof. It shall include, among other things, about 100 resident rooms, inter-municipal emergency doctor surgery, outpatient services and a base for the home care services. The building shall cover the municipality ́s needs until 2050 and beyond. This means that the building must be able to be adapted to new work forms, new technology and changes in which services shall be provided. At the same time there will be an open part of the centre of Orkanger, with meeting places and activity that also inhabitants outside the health centre enjoy. The municipality sees the project as much as a service project as a construction project. Areas, flow and technology will make everyday life better for residents, relatives and employees, and make it possible to provide good services with the staffing the municipality actually has. Execution The competition will be held as a competitive dialogue, where up to three qualified tenderers will be invited to a dialogue and shall each develop their own concept proposal. The project will be carried out as a collaboration contract with the winner of the competition, which consists of a development phase and an implementation phase. The municipality and the contractor are developing the concept together in the development phase, working closely with solution choices, costs and risk and establishing a target price. Thereafter the health centre shall be engineering design and constructed in the execution phase, still in cooperation with the municipality. Purpose The aim of the competition is to enter into a contract with a collaboration contractor who, together with the municipality, can develop and realise a health centre that responds to these challenges, with good services for inhabitants, good working conditions for the employees and who are adapted to staffing the municipality can maintain over time.
