Η διαδικασία ανάθεσης περιλαμβάνει 2 φάσεις: Την A’ Φάση (προεπιλογή) και τη Β’ Φάση, η οποία διακρίνεται περαιτέρω σε επιμέρους στάδια, ήτοι Στάδιο Β.Ι (Διάλογος) και Στάδιο Β.ΙΙ (Υποβολή Προσφορών).
