Aalborg University intends to award a contract to STOE & Cie GmbH for the supply of a total scattering and powder diffraction X-ray system for advanced materials characterization and in situ investigations. Based on a market assessment and dialogue with relevant suppliers, Aalborg University has concluded that STOE & Cie GmbH is the only economic operator capable of providing a system that satisfies the University's minimum technical and functional requirements. The required solution combines a number of unique technical capabilities, including: Simultaneous data acquisition over a large angular range through the use of multiple detectors; Integration with a high-temperature furnace capable of in situ measurements under reactive gas atmospheres up to 1500°C; Automated handling and measurement of capillary samples; Future upgrade possibilities, including the addition of further detectors and sample changers, without replacement of existing core components. The combination of these features is essential for the University's ongoing and planned research activities, including studies of phase transformations and chemical reactions under controlled temperature and atmospheric conditions. The required configuration enables measurement speed, experimental flexibility, and functionality that are not available through alternative solutions identified during the market assessment. Aalborg University has therefore determined that no reasonable alternative or substitute solution exists that can meet the necessary technical requirements. The absence of competition is due to objective technical reasons and is not the result of an artificial narrowing of the procurement requirements. Consequently, the contract may be awarded without prior publication of a contract notice pursuant to Section 80(3) of the Danish Public Procurement Act.
